The route

Almost every educational document arrives from abroad

That makes the origin-country stages the long part of the process, and the UAE stage the short one.

  1. 1The awarding institution confirms the certificateThe registrar, examinations office or the body that maintains the records. Some countries route this through a national verification service rather than the university directly. This stage is invisible on most agency websites and is where files stall longest.
  2. 2The education authority of the issuing state or countryIndia routes educational documents through the Education Department of the issuing State or Union Territory before its Ministry of External Affairs will act. Other countries use an equivalent department.
  3. 3The national foreign ministry or legalisation officeIndia’s MEA performs Normal Attestation for non-Hague destinations, which includes the UAE, and states that it is done free of charge. The United Kingdom’s FCDO Legalisation Office attaches an apostille.

A distinction worth understanding

Attestation is not equivalency

These are two different processes, run by two different authorities, for two different purposes — and being told you need one when you arranged the other is a costly surprise.

Confirms the seals are genuine

The consular chain described above, ending at the Ministry of Foreign Affairs. It says nothing about the academic standing of your qualification. It says that the signatures and seals on the certificate are authentic. This is what employers, immigration files and most licensing bodies ask for.

Equivalency

Assesses what the qualification is worth here

A separate academic assessment of a foreign qualification against UAE standards, handled by the Ministry of Higher Education and Scientific Research rather than by MOFA. We do not publish its criteria or fees here, because they are set and changed by that ministry — if a role or a licence requires equivalency, confirm the current requirements with MOHESR directly.

A practical consequence: an equivalency application generally assumes an attested certificate already exists. Sequencing the attestation first is usually the cheaper order.

Where educational files actually stall

Four problems, in the order they bite

  1. 1The university will not verifyInstitutions that have closed, merged, or moved their records — and institutions that simply do not answer. Nothing downstream can proceed until the awarding body confirms the record, and no agency can shortcut it. If this is your situation, it is the first thing to test, not the last.
  2. 2The name does not match the passportA transliteration difference, a maiden name, or a middle name the university omitted. Corrections have to be made at the issuing institution, which is slow but possible; corrections attempted after legalisation are not.
  3. 3The certificate is laminatedMOFA states plainly that the document must not be laminated. Several institutions laminate as standard. Lamination generally cannot be removed without damaging the certificate, so a fresh original or an official certified copy is usually the only route.
  4. 4A provisional certificate instead of the final oneProvisional and interim certificates are frequently refused at the consular stage. Where the final degree has been issued, use it. Where it has not, we check with the receiving body before anything is submitted.

The language question

When a degree needs Arabic

MOFA accepts a document in Arabic or English, or accompanied by a legally certified translation. Degrees issued in English therefore clear the UAE stage without translation, which is why educational documents feel simpler than personal ones.

The exceptions are worth knowing. A degree issued in a third language needs a certified translation at every stage. Some licensing authorities in regulated professions ask for Arabic even when MOFA did not. And transcripts, which carry far more text than a degree certificate, are where translation cost actually lands.

Educational documents, answered

My university has closed. Can the degree still be attested?

Sometimes. When an institution closes, its records usually transfer to a successor body, a state education department or a national archive, and verification can proceed through whichever inherited them. It is slower and it is not guaranteed. Send us the certificate and the institution name before assuming either outcome.

Do I need my transcripts attested as well as my degree?

It depends on who is asking. Employers usually want the degree. Equivalency assessments and further study applications usually want both. Attesting them together is cheaper than attesting them in two rounds, so it is worth establishing the requirement before starting.

I studied in one country and hold a passport from another. Which route applies?

The route follows the document, not the person. A degree issued in the United Kingdom by a British university runs through the UK chain regardless of your nationality — the FCDO Legalisation Office, then the UAE mission there, then MOFA.

Is an apostille on my degree enough?

No. The UAE is not a Contracting Party to the Apostille Convention, so an apostille cannot be the final certification for UAE use. It is often the correct origin-country stage, though — keep it, and add the consular stages after it. The apostille and attestation page explains both directions.

How long does educational attestation take?

The UAE stage is quick and published: MOFA states two hours for digital attestation during working hours, one to three business days by courier. The origin-country stages are the variable, and university verification is the least predictable part of the whole chain. We would rather give you a realistic range once we have seen the certificate than a headline number.

Can you attest a degree without the original?

Generally no. MOFA’s digital route applies only to eligible PDFs issued by supported UAE authorities carrying a QR code, barcode or reference number, and states that a scanned copy or photograph does not qualify. A foreign degree runs on the original document.

Does my university have to send anything directly, or can I hand it in?

It varies by institution, and it is worth establishing first because it sets the schedule. Some universities will only confirm a record directly to the authenticating authority, which means the pace is theirs and no fee changes it. Others release a verified document to the graduate. Until some body is willing to confirm the award, nothing above it in the chain can proceed, because every later stage exists only to confirm the institution’s seal.

I only have a provisional certificate. Is that enough?

Often not for the full chain, because authorities generally authenticate the definitive award rather than an interim statement. A provisional certificate can sometimes carry an early stage while the final one is issued, but plan on needing the substantive certificate. If yours is provisional, tell us at the outset — that changes the sequence rather than the destination.

My degree was completed online or partly remotely. Does that matter?

Not for attestation, which certifies seals rather than mode of study. It can matter a great deal at equivalency, where the awarding body’s accreditation and how the programme was delivered are assessed against the relevant UAE authority’s criteria. If a professional licence is the purpose, establish that position before paying for the chain.

Am I doing this for a job, or for equivalency? They seem to want different things.

They usually do, and conflating them is the most expensive mistake in this category. An employer generally needs a properly attested certificate for the visa file. A licensing body may need attestation and a separate equivalency assessment of the qualification itself. Name the purpose first and the requirement becomes answerable; guess at it and you can complete a perfect chain that does not satisfy the actual test.

My certificate is in a language that is neither Arabic nor English.

Then you are dealing with two language requirements, not one. A translation may be needed in the issuing country for its own authorities, and a legally certified Arabic translation may be needed here for the receiving authority. They serve different bodies and one does not substitute for the other. The Arabic one is produced after the final stamp so that it covers the seals as well as the text.

The degree is in my maiden name and my passport is not.

The certificate stays as issued — attestation preserves the difference rather than resolving it. What the file needs is a document that links the two names, typically a marriage certificate or a formal change-of-name record, which is itself attested and travels alongside. It is inexpensive to arrange at the start and disproportionately expensive to discover at the counter.

For regulated professions

Three checks, not two

Doctors, nurses, engineers, teachers and accountants meet a third assessment that has nothing to do with either attestation or equivalency — and it runs on its own timetable.

Attestation certifies the seals. Equivalency assesses the qualification. For a licensed
profession there is usually a third step as well: the licensing body confirms the qualification
directly with the awarding institution, through a provider it appoints, rather than accepting the
certificate you hold — however many stamps it carries.

The three overlap in what they ask for and share nothing in how they decide. Which provider a
given licensing body uses, what it charges, and how long it takes are set by that body — ask it directly rather than
relying on a third party’s summary, ours included. What we can tell you is the practical consequence: all three
want the awarding institution to be reachable and willing, so an institution that has closed, merged or stopped
answering enquiries is a problem for the whole file, not for one step of it.

The sequencing that wastes the least money: confirm the licensing body will accept the
qualification at all, then run attestation and source verification in parallel where the body allows it, and treat
the transcript as a second document from the start rather than remembering it halfway through.

They travel the same chain but they are not interchangeable, and receiving authorities ask for specific ones.

Where several of these are needed, run them together. The government stages are charged per
document either way, but the courier and translation lines are where sending one document at a time genuinely
costs more.

The difficult cases

Old degrees, closed institutions and distance learning

Three situations where the ordinary chain does not simply run slower — it can stop.

Old awards. Where a degree predates an institution’s digital records, the
verification stage becomes a manual archive search. Universities vary enormously in how quickly they will do this,
and some charge separately for it. If the award is more than a decade old, contact the institution before starting
anything else — that single call determines whether this is a three-week job or a three-month one.

Institutions that have closed or merged. Records usually transfer to a
successor institution or to a state education authority, but establishing which one, and getting it to respond,
is the whole task. There is no route through the chain until some body will confirm the award, because every stage
above the institution exists only to confirm the institution’s own seal.

Distance learning and online awards. These attest like any other document if
the institution confirms the record — the difficulty is usually at equivalency rather than attestation, where mode
of delivery and the accreditation of the awarding body are assessed. Again, establish that position before paying
for the chain.

In all three cases the honest answer is that the outcome depends on a body outside the UAE
that we cannot direct. What we can do is find out early, tell you plainly what we find, and not start a chain that
has no route to completion.

The distinction that costs the most

Attestation and equivalency are two different tests

They are requested in the same breath, satisfied by different authorities, and passing one tells you nothing about the other.

Why the order matters more than the paperwork

Because equivalency generally takes the attested certificate as an input, the chain usually has to run first. But
the decision about whether to run it at all belongs at the other end: if the qualification will not clear
equivalency, a completed attestation chain has bought a document that satisfies the visa file and not the licence
you actually needed. Graduates of institutions that have merged, closed, or that delivered programmes remotely are
the ones most often caught by this.

government counter. It is at the university.

Begin the university stage before you need the qualification, not when the job offer arrives. It is the
only stage nobody can expedite.

Cost

What this costs

Degree attestation carries a cost line that other documents do not: the university’s own verification
charge, payable to the institution and set by it. It is invisible on every published attestation price list
because it is not a government fee at all.

MOFA does not publish a flat attestation fee; it states the applicable fees depend on the
number of documents, the completion option, the attestations included in the selected service, and whether the

Verification

Checking it is right

UAE employers and licensing bodies increasingly verify a degree with the awarding institution
directly, independently of the attestation. A fully attested certificate from an institution that will not
confirm the record still fails — attestation and equivalency are different tests.
