Direct answer
A notary public authenticates the execution of a document — that the people signing it are who they say they are, have capacity, and consent. Under Dubai Law No. 4 of 2013, as amended in 2021, only Dubai Courts notaries, private notaries registered with Dubai Courts, registered government-entity employees and the automated e-Notary may do this.

The right route depends on the document, the parties and whether they hold an Emirates ID.

Article 27 — the language of the instrument
Instruments processed by a notary must be written in Arabic. A foreign language is permitted when the document is bilingual — both texts in one continuous document, signed on each page — or when a certified translator’s Arabic translation is attached.

Signed abroad?
A document signed outside the UAE is not re-notarized in Dubai. It is notarized abroad, legalised by that country’s foreign ministry, attested by the UAE embassy or consulate, attested by MOFA in the UAE, and translated into Arabic. We handle the UAE steps and the translation.

Is Taw-Theeq a notary public?
No. In Dubai, notarization is performed only by Dubai Courts notaries, private notaries registered with Dubai Courts, registered government-entity employees and the Dubai Courts e-Notary. Taw-Theeq is a legal support services provider: we prepare and translate your document, book it with the right notary and handle what comes after, such as MOFA attestation.
Can a document be notarized online in Dubai?
Yes, for many transactions. Since Resolution No. 137 of 2022, Dubai Courts can verify the parties by video, and the e-Notary handles eligible transactions with no appearance at all. For a power of attorney, the Dubai Courts service card lists an online channel for Emirates ID holders; passport-only holders attend a service centre in person.
Does my document have to be in Arabic?
Under Article 27 of Dubai Law No. 4 of 2013 the instrument must be in Arabic. A foreign language is accepted when the document is bilingual — both texts in one continuous document, signed on each page — or when a certified translator’s Arabic translation is attached. We prepare either version.
Should I sign the document before the appointment?
No. The notary verifies identity, capacity and consent when you sign, whether in person or on a video session. Bring the document unsigned, or send us the text and we prepare it for signing.
How much does notarization cost?
There are two parts. The government fee — Dubai Courts lists AED 100 per party plus AED 20 knowledge and innovation fees for a power of attorney — and Taw-Theeq’s fee for drafting, translation and booking. Private notaries set their own fees. You receive both parts in one quote before anything is booked.
How long does it take?
It depends on the route and the notary’s availability, and on how quickly the text is approved. We confirm the route and the expected date with the quote rather than promise a fixed turnaround.
Do I need MOFA attestation after notarization?
Only if the document is going to be used outside the UAE. A UAE-notarized document for use abroad is attested by MOFA and usually by the destination country’s embassy. We handle the attestation after notarization.
My power of attorney was signed abroad. Does it need notarizing again in Dubai?
Not normally. A document signed abroad is notarized there, legalised by that country’s foreign ministry, attested by the UAE embassy or consulate, attested by MOFA in the UAE and then translated into Arabic. We handle the UAE steps and the translation.
