Commercial document attestation in Dubai

Commercial documents split into two systems, not one

This is the first thing to establish, because the two paths share almost nothing.

eDAS 2.0 — invoices and certificates of origin

An “automated online service to provide digital attestation for commercial invoices and certificates of origin (COO) issued in the UAE or abroad”. The company registers with its Trade Licence, and user accounts are created through UAE Pass. MOFA states a fee of 150 per invoice/COO and completion in 2 minutes. Those figures are MOFA’s published figures on the date shown, quoted rather than promised. They apply to eDAS 2.0 only — they are not the cost or the timeline of attesting a trade licence or a board resolution, and they are not a Taw-Theeq price.

The practical point for a trading company is that eDAS is a registration you set up once and then use continuously. The onboarding — the Trade Licence record and the UAE Pass user accounts — is the part worth getting right early, because it sits in front of every consignment afterwards.

The chain for corporate documents

Direction matters more here than in any other category, because companies routinely need documents moving both ways at once.

The licensing authority or the notary that issued or witnessed the document confirms it, MOFA attests, and then the embassy or consulate of the destination country in the UAE applies the final legalisation.

It cannot be apostilled. The UAE is not a Contracting Party to the Apostille Convention, so no UAE authority can issue one — including when the destination country is itself a member. Overseas counsel very often asks for an apostille on a UAE document, and the honest answer is that it does not exist.

Chamber of commerce first

The company registry or a notary, then the chamber of commerce, then that country’s foreign ministry, then the UAE mission there, then MOFA. India routes commercial documents through the relevant Chamber of Commerce before its Ministry of External Affairs will act — the equivalent of the education department stage for degrees.

The language condition

Corporate documents and Arabic

The volume of text is what makes this a commercial problem rather than an administrative one.

MOFA accepts Arabic or English, or a legally certified translation. Most corporate documents from common jurisdictions are already in English, so the UAE stage is rarely the constraint. The constraint is the receiving authority: registry filings, court submissions and many licensing procedures run in Arabic.

A memorandum of association or a distribution agreement can run to dozens of pages, and a certified translation of the whole instrument is a real line item that is better estimated at the start of a transaction than discovered at the end of one. Where only specific clauses are being relied on, it is worth confirming with the receiving authority whether a full translation is actually required before commissioning one.

Can I get an apostille on my UAE trade licence?

No. The UAE is not a Contracting Party to the Apostille Convention, so no authority here can issue one. The route is MOFA attestation followed by legalisation at the destination country’s embassy or consulate in the UAE. If foreign counsel has asked for an apostille, this is the answer to give them, and the apostille and attestation page sets it out with the source.

How much does commercial attestation cost?

The only figure we publish is MOFA’s own for eDAS 2.0 — 150 per invoice or certificate of origin, as stated on its service page on 21 August 2026. For the ordinary chain, MOFA does not publish attestation fees on its service page and refers applicants to its Attestation Guide, so we do not quote government fees we cannot substantiate. Our own fee for preparing, translating and submitting is quoted per matter.

We ship weekly. Do we go through this every time?

Not through the consular chain. Invoices and certificates of origin run through eDAS 2.0, which MOFA describes as an automated online service with a stated completion time of two minutes per document once the company is registered. The registration is the one-off; the attestations after it are routine.

Does every page of a memorandum need attesting?

The chain applies to the instrument, not page by page, but authorities differ on how a multi-page document must be bound, sealed and paginated to be accepted as one instrument. This is worth confirming with the receiving authority in advance, because a document that is unbound at the wrong stage can be treated as several documents.

Can a resolution signed by directors in three countries be attested?

Each signature has to enter the chain where it was made, which in practice means either three parallel chains or — far more commonly — re-executing the resolution in one jurisdiction, or having signatories act through a legalised power of attorney. Deciding this before signing rather than after saves the most time of anything on this page.

Do you handle the eDAS registration for us?

We prepare and submit the documentation. The account itself is created against your Trade Licence with user accounts through UAE Pass, which means it is yours and it stays yours — no one else can hold it on your behalf, and you should be cautious of anyone offering to.

Does a free-zone licence follow the same chain as a mainland one?

The ministry stage is the same; what differs is the authority that confirms the document beforehand. A free-zone document is confirmed by its own free-zone authority rather than by a mainland economic department or chamber. Presenting it to the federal stage without that prior confirmation is one of the most common reasons a corporate file is returned without being processed.

We need documents attested to open a bank account abroad. Same process?

Same structure, opposite direction. A UAE-issued corporate document going abroad is confirmed by the issuing authority, attested by MOFA, and then legalised by the destination country’s embassy or consulate in the UAE. Banks are also among the stricter receiving authorities on how recently the document was issued, so timing is usually the binding constraint rather than the chain itself.

Our board resolution was signed electronically in three countries. Is that attestable?

It depends on what the first authority in the chain will put its seal on, and that is the question to settle before anything is drafted. Some authorities will only confirm a wet-signed instrument; some accept a notarised electronic execution. Because every later stage only confirms the seal beneath it, an instrument no authority will confirm has no entry point into the chain at all.

How long does an attested commercial document stay usable?

The attestation itself carries no expiry. The document underneath it frequently does — a trade licence lapses, a certificate of incumbency stops reflecting who holds office, a certificate of origin belongs to one shipment. Receiving authorities commonly ask for something issued recently, which is why corporate files are best planned so the shortest-lived document is obtained last.

The person who signed our document has left the company. Is it still valid?

For attestation purposes the question is whether the authority will still confirm the seal and signature as they were when applied, and often it will. The harder question is the receiving authority’s: a bank or registrar may want a current document reflecting current officers. Where that is the case the answer is a fresh document rather than a repaired chain.

Do we need the chamber of commerce stage for every commercial document?

No — it depends on the document and the route. Invoices and certificates of origin move through the ministry’s eDAS service, for which it publishes a rate of 150 per invoice or certificate of origin. Contracts, licences and corporate records generally take a chamber stage before any ministry stage. Sorting the file into those two groups at the start is most of the planning work.

Two systems

eDAS 2.0, and everything that is not eDAS 2.0

Commercial documents split into two routes that share almost nothing. Getting the split right is the whole job.

MOFA runs a dedicated automated service — the Electronic Documents Attestation System, eDAS
2.0 — for commercial invoices and certificates of origin issued in the UAE or abroad. Everything
else commercial goes through the ordinary attestation chain.

Route 1

eDAS 2.0 — invoices and certificates of origin

Requires the company to be registered in eDAS 2.0 with its trade licence, with user accounts created
through UAE Pass. MOFA publishes a stated fee of 150 per invoice/COO and a stated completion of
2 minutes. Where physical stamping is wanted, MOFA states a copy can be uploaded and stamped
without additional fees.

This is the one place in the section where a published flat figure genuinely applies — and it applies only
here.

Route 2

The ordinary chain — everything else

Trade licences, memoranda and articles of association, board resolutions, powers of attorney, contracts,
agency agreements, certificates of incorporation and good standing. These follow the same consular chain as
personal documents, with a chamber of commerce stage in front of it where the document requires one.

No flat fee applies. MOFA lists “whether the document is personal or commercial” as one of the four factors

The practical test is simple and worth applying before anything else: is the document an
invoice or a certificate of origin? If yes, eDAS turns a multi-day errand into a same-session one. If no, eDAS is
simply the wrong door, and time spent trying to force a contract through it is time lost.

The pattern in the right-hand column is consistent: the binding constraint is almost never
the ministry stage. It is the parent jurisdiction, the chamber, or a recency rule imposed by the receiving body.
Establishing all three at the outset is what makes a commercial timeline realistic.

Language

Arabic, and when a translation becomes part of the file

Commercial documents are the family where the translation requirement is most often discovered late.

MOFA states that a document submitted through the courier route must be in Arabic or English,
or accompanied by a legally certified translation. That is the ministry’s condition. The body actually receiving
the document — a licensing authority, a court, a registrar, a bank — sets its own, and for corporate filings in the
UAE that requirement is frequently Arabic regardless of what MOFA accepted.

Two operational points follow. First, the translation usually has to be made from the
attested document, so it sits at the end of the chain rather than the beginning — which means it is on the
critical path to your deadline. Second, corporate documents carry defined terms, company names and figures where a
loose translation creates a legal problem rather than a linguistic one.

This is the point at which attestation and translation stop being separate errands. We run
both, which means the translation is prepared against the document that was actually attested rather than against

Which corporate document to start first, and why it is rarely the obvious one

A corporate file completes when its slowest document completes. Deciding the order is worth more than negotiating the fees.

The two instructions people get backwards

Documents that might need re-issuing are started first, because a re-issue is a schedule change measured in
weeks. Documents that go stale are started last, because obtaining them early only means obtaining them twice. In
practice that means the licence and the constitutional documents move immediately while the good-standing
certificate waits — which feels wrong to most people and saves the most time.

Powers of attorney are the exception to everything

A power of attorney is the only document here whose wording can fail independently of its seals. It has to
be drawn for the specific act it will be used for, in a form the receiving authority accepts, before it enters the
chain. Attestation confirms the signature on it; it does not repair drafting. A perfectly attested power of
attorney that omits the necessary authority is the most expensive rework in this section.

Establish first whether the document is an invoice or certificate of origin. If it is, eDAS 2.0 turns a

number of documents, the completion option, the attestations included in the selected service, and whether the

Commercial invoices and certificates of origin have their own verification route through eDAS 2.0,
which is a different system from ordinary document attestation and returns a digital record rather than a
physical stamp.
