Personal document attestation in Dubai

Marriage, birth, divorce and death certificates, police clearance and medical reports — the documents that decide whether a family visa, a school place or a civil procedure goes through. Almost all of them end up needing Arabic.

A UAE marriage certificate and a Philippine one are different processes with different first steps. The category does not change that.

Court or registry, then MOFA

The issuing body confirms it first — a court for a marriage or divorce certificate, a health authority for a birth or death certificate, the Ministry of Interior for police clearance. The relevant ministry follows where one applies. MOFA then attests, choosing between its digital and courier routes automatically based on the issuing authority and document type.

If the document is leaving the UAE, the receiving country’s embassy or consulate here applies the final legalisation — it cannot be apostilled, because the UAE is not a Convention party.

Home country first, always

The issuing registry, then that country’s authentication body, then the UAE mission there, then MOFA once it arrives. India routes personal documents through the Home or General Administration Department of the issuing State before its Ministry of External Affairs will act.

The mistake that costs the most time is bringing the document to Dubai first. The UAE mission in the issuing country cannot act on a document that has already left it.

This is the difference between the personal category and the educational one, and it is worth planning for from the start.

MOFA’s courier route requires “the original document in Arabic or English, or accompanied by a legally certified translation”. Checked 21 August 2026 at mofa.gov.ae.

MOFA itself will accept English. The authority that actually uses the document usually will not. Family sponsorship files, court procedures, school enrolments and inheritance matters run in Arabic, so a marriage or birth certificate in English typically needs a certified Arabic translation even though it cleared MOFA without one.

Where the certificate is in a third language — Tagalog, Urdu, Russian, French — the translation is not optional at any stage. We produce it in-house through translators registered with the UAE Ministry of Justice, which means the translation and the attestation file move together rather than as two separate errands.

Before you start

Four checks worth five minutes

  1. 1Is it laminated?MOFA states the document must not be laminated. Registries in several countries laminate certificates as standard. Lamination generally cannot be reversed without damage, so this is the first thing to look at.
  2. 2Do the names match the passport?A transliteration difference between the certificate and the passport is the most common single reason a personal document stops at a mission. Fixing it at the issuing registry is slow but possible; fixing it later is not.
  3. 3Is it still current enough?Police clearance certificates in particular have a shelf life at the receiving end. Starting a multi-country chain with a certificate already three months old is how files expire mid-route.
  4. 4Do you have the original?MOFA’s digital route applies only to eligible PDFs issued by supported UAE authorities with a QR code, barcode or reference number — and states plainly that a scan or photograph does not qualify. Everything else runs on the original.

Can I sponsor my spouse with an English marriage certificate?

MOFA accepts a document in Arabic or English for its own stage. Whether the immigration authority accepts it without Arabic is their decision, and in practice family sponsorship files are usually submitted with a certified Arabic translation. We would rather prepare it upfront than have the file returned.

My certificate is laminated. What now?

MOFA states the document must not be laminated, and removing lamination usually destroys the certificate. The realistic path is a fresh original or an official certified copy from the issuing registry. If the registry is abroad this is worth starting immediately, because it sits in front of the whole chain.

Can you attest a photocopy?

Not as a substitute for the original in most chains. A certified true copy — where an authority confirms the copy matches an original it has seen — is accepted in some situations, but only where the receiving authority says so. We check that before you send anything.

How long is a police clearance certificate valid?

That is set by the authority receiving it rather than by the one issuing it, and it varies. Because the attestation chain itself takes time, the practical rule is to treat a PCC as the most time-critical document in any file and to sequence it last where you can.

My document is in Tagalog. Does it need translating before or after attestation?

Send it to us before deciding. The order depends on the chain: some authorities want the translation attached to an already-legalised document, others want the translation done and certified in the issuing country. Getting this order wrong means paying for the translation twice.

I need police clearance from two countries. Do they run together?

They run in parallel but independently, each through the chain of the country that issued it, and the file completes when the slower one does. The complication is that clearances are usually required to be recently issued, so starting both early can mean the first one going stale while the second is still moving. Where two are needed we time the start rather than starting everything at once.

We need a death certificate attested to settle an estate abroad.

That is an outbound file: the UAE issuing authority confirms it, MOFA attests it, and the destination country’s mission in the UAE legalises it. Estate matters usually need supporting documents in the same set — proof of relationship, and often a determination of heirs — and those are assessed together, so they should be planned as one job rather than one certificate at a time.

The person named on the document has died. Can it still be attested?

Generally yes. The chain follows the document and the authority that issued it, not the person named in it. What changes is who may request and collect it, which is set by the issuing authority and sometimes requires evidence of relationship or of authority to act. That is worth confirming before the document travels anywhere.

What is a single-status or no-impediment certificate, and does it need this?

It is a document stating that a person is free to marry, required by many authorities before a marriage is registered. It follows the ordinary personal-document chain, and it is firmly in the category that receiving authorities expect to be recently issued — which makes it one to obtain late in the sequence rather than early.

My child’s surname differs from mine. Will that be a problem?

It is one of the most common reasons a complete family file is still refused, and it is fixable if it is found early. What the file usually needs is a document linking the names — a marriage certificate, a change-of-name record, or a civil record naming both — which is itself attested and travels with the set. We compare every name against the passports before anything is sent precisely to surface this first.

Do adoption, guardianship or custody orders follow the same route?

The chain is the same, but these are among the documents where the receiving authority is most particular about form and about how recently the order was issued, and where a certified Arabic translation is almost always expected. Because the wording carries legal effect, the translation is produced after the final stamp so that it covers the seals as well as the text.

Are medical reports handled the same way?

Structurally yes, with two differences that matter. The issuing body is a health authority or licensed facility rather than a civil registry, and the report is a current-state document, so recency requirements are common. Where a medical report supports an application with a fixed date, it is generally obtained as late as the schedule allows.

Personal is the broadest family in the section. These are the documents it actually contains.

Each of these runs the same consular chain, but they differ in what has to happen before the
chain can start — and that prerequisite is where almost all of the difficulty lives.

The pattern worth noticing: for personal documents the government stages are the predictable
part. The unpredictable part is obtaining a document that is correctly formed, currently valid and issued by a body
that still exists.

Sequencing

The documents that expire while you are attesting them

Several personal documents carry a validity window, which makes the order of work a real decision.

Police clearance certificates, medical records and some good-standing certificates are issued
with a limited life — commonly three or six months. The attestation chain for a foreign document can comfortably
take longer than that. Do these in the wrong order and the document is expired by the time the chain finishes, with
every stage paid for and none of it usable.

This is the single piece of planning that most often separates a file that completes in one
pass from one that has to be partly redone — and it costs nothing except asking the right question at the start.

A special case

Powers of attorney, where the drafting is the hard part

The only document family in this section where the chain is straightforward and the document is not.

A power of attorney is created for a purpose, so unlike a birth certificate there is no
correct version sitting in a registry. It has to be drafted to authorise the specific act, in terms the body that
will act on it accepts, and executed in the manner that body requires.

The failures are consequently drafting failures rather than process failures, and they surface
late — typically at the notary, the land department or the bank, after the whole attestation chain has been paid
for. The commonest are a power that describes the act too generally to be relied on, one that omits an authority the
transaction turns out to need, one executed without a formality the receiving body requires, and one that has
expired or been superseded.

Two practical rules follow. Ask the body that will act on the power what wording it needs
before drafting — most will tell you, and some publish it. And where the power will be used in a UAE forum,
expect to need a certified Arabic translation as part of the file rather than as an afterthought.

Worth checking first

Some of these do not need a chain at all

A document already issued in the UAE may need nothing more than the ministry stage — or nothing at all.

People routinely start a full consular chain on a document that was issued in the UAE in the
first place. A salary certificate from a UAE employer, a UAE tenancy contract, a UAE-issued medical report or a
police clearance from a UAE authority are UAE documents. If they are being used inside the UAE, they frequently need
no attestation whatsoever; if they are going abroad, they take the shorter outbound route rather than the inbound
one.

MOFA also states that for documents issued in the UAE the route — digital or approved courier
— is determined automatically by the issuing authority and document type, and that digital attestation completes
within two hours during official working hours where the document qualifies. That is a materially different
proposition from a multi-country chain, and it is worth establishing which one you are in before doing anything
else.

The family file

Personal documents are almost never one document

They are requested as a set, assessed as a set, and completed only when the last one is done — which makes the order they are started in a real decision.

A residence or family application typically wants a marriage certificate, a birth certificate for each child,
and often a police clearance. Each follows the chain of the country that issued it, so a family with children born
in different countries is running several chains of different lengths at once.

Start the ones that might need re-issuing

Older certificates, handwritten records and laminated originals are the documents most likely to need a fresh
certified copy before any authority will authenticate them. That is a schedule change measured in weeks, and it is
far cheaper to discover in a photograph at the start than at a counter at the end.

Delay the ones that go stale

Police clearances, single-status certificates and medical reports are commonly required to be recently issued.
Obtaining them first — the instinctive move — frequently means obtaining them twice. They are timed so they are
still current when the completed set is submitted.

Check every name against the passport before anything moves

A father’s name present on a birth certificate and absent from the passport. A married name on one document and
a maiden name on another. The same name transliterated two defensible ways. The chain preserves each of these
perfectly and the receiving authority stops on all of them. Where the names differ, the set usually needs a linking
document, itself attested.

Translate at the end, not in the middle

Where Arabic is required, the certified translation is produced after the final stamp so that it covers the
seals as well as the text. A translation made mid-chain cannot describe the stamps applied after it, and is
normally returned.

Personal documents move faster than educational ones because there is no institution to write to — the
registry that issued the document is usually the authenticating authority’s own colleague.

Check for lamination before anything else. It is the one defect that cannot be fixed later and it sits
in front of the entire chain.

What this costs

Personal documents attract MOFA’s personal rather than commercial treatment, and they are the family
most often needed as a set — a marriage certificate and two birth certificates for one visa file is three
applications.

MOFA does not publish a flat attestation fee; it states the applicable fees depend on the
number of documents, the completion option, the attestations included in the selected service, and whether the

Personal documents are the ones most often rejected for lamination, because registries in several
countries laminate births, marriages and deaths as standard practice at the counter.
