Russian Document Translation for UAE Authorities: ZAGS Records, Powers of Attorney and Court Decisions

Russian-language documents in Dubai arrive from far more than Russia. Kazakhstan, Belarus, Uzbekistan, Ukraine, Armenia, Azerbaijan and Kyrgyzstan all issue civil records in Russian, and they share a template inherited from the ZAGS civil registry system. That shared structure makes the documents predictable — and makes the failure modes predictable too.

The documents that come up most

  • ZAGS certificates — birth, marriage, divorce, death and name change.
  • Notarial powers of attorney — the single most common Russian document we translate, used for property, company and family matters.
  • Court decisions — divorce judgments, custody and maintenance orders, commercial rulings.
  • Criminal record certificates — for employment and residency files.
  • Diplomas and transcripts — for equivalency and admission.
  • Company charters and registry extracts — for incorporation and banking.

Transliteration is a decision, not a lookup

The same Cyrillic surname can be rendered several defensible ways in Latin script, and your passport already made that choice. We follow the passport spelling and show the Cyrillic original beside it, so the translation, the visa file and the property or company record describe one identifiable person. Getting this wrong is the most frequent single cause of a returned Russian file.

Patronymics

Russian and most post-Soviet names have three parts: given name, patronymic, surname. Dropping the patronymic or treating it as a middle name changes how the name reads against the passport. We keep the structure and label it.

Photograph the reverse. Apostilles, later annotations and notarial certification are very often printed on the back of Russian certificates. A file missing them is the single most common reason we have to request a re-scan.

On notarial documents, the stamp is the document

For a Russian power of attorney, the operative part is the notary’s certification block: the wording, the register number, the date and the seal. We translate that block in full alongside the body of the deed. A translation of the substance without the certification does not show a UAE reader that the instrument was validly executed.

Soviet-era and successor-state documents

Certificates issued before 1991 name institutions and territorial units that no longer exist. We render them as issued and identify the issuing state, rather than modernising names in a way that would not match the register a UAE authority or an embassy may check against.

Apostille and certified translation

Many of these documents arrive apostilled. The apostille authenticates the original and does not substitute for the certified Arabic version; it also carries reference data that needs translating. For UAE submissions, the Arabic translation must carry the stamp of a translator accredited with the UAE Ministry of Justice.

Accreditation of legal translators is administered by the UAE Ministry of Justice. Requirements for a specific submission are set by the receiving authority.

Common questions

Russian document translation for the UAE — frequently asked questions

What clients ask before sending a Russian document.

Is an English translation of my Russian document enough?
Usually not. UAE courts, ministries and government departments work in Arabic and require certification by a translator accredited with the UAE Ministry of Justice. English may be accepted for some internal corporate or university purposes only.
How is my name spelled in the translation?
We follow the Latin spelling on your passport and show the Cyrillic original alongside. The same surname can be transliterated several ways, and any divergence from the passport is a standard reason for a file to be sent back.
Do you translate the notary’s certification page?
Yes, in full — the wording, register number, date and seal text. On a Russian power of attorney that block is what gives the document effect.
My certificate was issued in the Soviet era. Can it still be used?
We translate it as issued, including institution and place names that have since changed, and identify the issuing state. Modernising those names would create a mismatch with the register.
Do you translate documents from Kazakhstan, Belarus or Ukraine?
Yes. These states issue civil records on a shared ZAGS-derived template, and we identify the issuing country in the translation.
How long does a Russian document take?
A single clear certificate or power of attorney is usually same working day or next. Court decisions, charters and property bundles are given a confirmed date once we have seen them.
