Indian certificate attestation for the UAE
An Indian document needs three stages inside India before the UAE will look at it — and the first one is decided by the category of document, not by the destination. Get that wrong and the file comes back before it ever leaves.

The short answer
India issues apostilles — but not for the UAE
This is the single most expensive misunderstanding on this route, because an apostille is a real certificate and people pay for one in good faith.
MEA states that “Normal Attestation is done for all the countries which are not a member of Hague Convention”, and that “Normal Attestation is done free of cost”. Checked 21 August 2026 at mea.gov.in.
India has been a Contracting Party to the Apostille Convention since 2005, so for most destinations an apostille is exactly what you want. The United Arab Emirates is not a Contracting Party — the Hague Conference status table lists 130 parties as at 30 June 2026 and the UAE is not among them. So an Indian document bound for the UAE takes MEA’s Normal Attestation instead, and then continues to the UAE mission and to MOFA.
If you have already obtained an apostille, it is not wasted paper — but it does not replace the consular stages, and the document will still need them.
Stage one
Which Indian body goes first depends on the document
MEA will not act on a document that its own state has not authenticated. Three different departments handle the three categories, and using the wrong one costs a full cycle.

MEA states that documents “must first be authenticated by the State/Union Territory from where the document has been issued”, and names the Home/General Administration Department for personal documents, the Education Department for educational documents, and the Chambers of Commerce for commercial documents. Stage two
MEA, through an outsourced counter
Since 1 January 2019 the service has been decentralised, and MEA does not take documents over its own counter.
MEA states that attestation and apostille services are handled through Branch Secretariats and Regional Passport Offices in sixteen cities — Ahmedabad, Bengaluru, Bhopal, Chennai, Chandigarh, Cochin, New Delhi, Guwahati, Hyderabad, Kolkata, Lucknow, Mumbai, Panaji, Jaipur, Patna and Thiruvananthapuram — and that the original document or true copy is submitted to one of five outsourced service providers, with a photocopy of the document and a photocopy of the applicant’s passport.
The practical consequence is that this stage happens in India, in person or through a representative, and it cannot be started from Dubai. It is the reason most Indian documents are best prepared before you fly, or handled by someone acting for you there.

Before you send anything
Three checks that save a cycle
Is it laminated?
MOFA states that the document must not be laminated, and lamination generally cannot be removed without damaging the certificate. Indian universities laminate degrees routinely. If yours is laminated, the realistic path is a fresh original or an official certified copy from the issuing institution before anything else begins.
Is it the original?
MEA takes the original document or a true copy. MOFA’s courier route needs the original, and its digital route applies only to eligible PDFs issued by supported UAE authorities — which an Indian document is not. A photograph will do for us to assess the route, but not for the chain itself.
Does the name match?
A mismatch between the name on the certificate and the name on the passport is the most common reason a file stops at the mission. It is worth checking before the state department stage, not after.

Can I use an Indian apostille in the UAE?
Not as the final step. India issues apostilles as a Contracting Party to the Hague Convention, but the UAE is not a party — the Hague Conference status table lists 130 parties as at 30 June 2026 without the UAE. MEA states that Normal Attestation is what applies for non-member destinations. If you already hold an apostille, keep it; the document still needs UAE consular legalisation and then MOFA.
How much does MEA charge?
MEA states that Normal Attestation is done free of cost. That is MEA’s own stage only — the state department stage, the outsourced service provider, the UAE mission and MOFA each have their own arrangements, and we do not publish figures for authorities that do not publish them.
Can the Indian stages be done from Dubai?
Not directly. MEA’s service runs through Branch Secretariats and Regional Passport Offices in sixteen Indian cities, with submission through outsourced service providers. The document has to be physically present in India for the state and MEA stages. It can be handled by someone acting for you there.
My degree is from one state but I live in another. Which department?
MEA states that documents must be authenticated by the State or Union Territory from where the document has been issued — so it follows the issuing institution, not your current address.
Does the document need Arabic translation?
MOFA accepts a document in Arabic or English, or accompanied by a legally certified translation. Most Indian certificates are in English, which satisfies MOFA. The authority that finally receives it in the UAE — an employer’s licensing body, a court, a ministry — commonly works in Arabic, so a certified Arabic translation is often still needed. It is decided by the document type rather than by preference. Educational documents route through the state education department; personal and civil documents through the state Home Department or General Administration Department; commercial documents generally through a chamber before the national stage. Sending an educational certificate to the Home Department is the classic wasted round in Indian files, and it is only discovered at the next stage.
My document already carries an apostille sticker. Does that help or hurt?
Neither, for the UAE. India issues apostilles for Convention member states, and the UAE is not one, so the sticker is simply addressed to a different audience. It does not invalidate anything. What the document still needs is the state stage where that was not already done, the national attestation, the UAE mission stage in India, and then MOFA.
Does the state that issued my document have to be the state I live in?
No — the route follows the issuing state, not your current address. A degree from one state and a birth certificate from another run through two different state departments, in parallel, and the file completes when the slower one does. This is extremely common and worth planning for rather than discovering.
Do I have to go through an outsourced service provider?
Submissions in India are commonly routed through outsourced providers rather than at government counters, and that is a feature of how the service is organised there rather than an intermediary anyone has inserted. What matters is that the correct stages happen in the correct order; who physically lodges them does not change the chain.
The stage that goes wrong
Three document families, three different departments
India routes the state stage by document type. Sending a document to the wrong department is the commonest Indian failure.
MEA states that documents must first be authenticated by the State or Union Territory that
issued them, and it routes them by family: personal documents through the Home or General Administration
Department, educational documents through the Education Department, and commercial
documents through the relevant Chamber of Commerce.

A certificate authenticated by the wrong department has been authenticated by the wrong
department. MEA will not accept it, and the stage has to be redone — which for a document already sent from the UAE
means another international round trip. Establish the family and the issuing State before anything moves.
The national stage
MEA does Normal Attestation for the UAE, not Apostille
The distinction is stated by MEA itself, and it decides what your finished document should look like.
MEA states that “Normal Attestation is done for all the countries which are not a
member of Hague Convention”. The UAE is not a Contracting Party, so UAE-bound Indian documents take Normal
Attestation — not an apostille — and MEA states that Normal Attestation is done free of cost.
This matters in two directions. If you are offered an apostille for a UAE-bound Indian
document, the offer is wrong: an apostille is the Hague instrument and the UAE is not in the Convention, so it does
not complete the chain. And if you are quoted a fee for the MEA stage itself, the fee is not MEA’s — MEA states that
stage is free. Charges at this point belong to the outsourced service providers through whom submissions are made,
which MEA also describes.
Since 1 January 2019 the service has been decentralised to Branch Secretariats and Regional
Passport Offices across sixteen cities, and documents are submitted through outsourced service providers rather
than at MEA counters directly. That is normal and expected — it is simply not the same thing as MEA charging for

The stage that must happen in India
The UAE mission stage, and the mistake that forces a round trip
The one stage that cannot be recovered from Dubai, and the one most often skipped.
After MEA, the document must be legalised by the UAE Embassy or one of the UAE Consulates in
India — while the document is still in India. Only then does MOFA attestation in the UAE complete the
chain.
The error is almost always the same. A document is authenticated at state level and by MEA
during a trip home, then carried to Dubai on the assumption that “the UAE part” can be finished here. It cannot.
MOFA verifies the seal of the UAE mission that legalised the document abroad; if that seal is absent there is
nothing for MOFA to verify, and the document has to go back to India.
Two further points worth settling before anything is posted: which UAE mission holds
jurisdiction over the issuing state, since India is covered by an embassy and several consulates with divided
territories, and whether that mission handles your document type. MOFA states the service runs through selected

The stage that decides Indian files
The state department stage, decoded
Almost every Indian file that has to be run twice was run through the wrong state door the first time.

Why the order is unforgiving here specifically
Because the national stage confirms the state seal, and the UAE mission confirms the national seal. A document
that skipped or mistook the state stage carries a gap that every later authority is looking directly at. It is not
a matter of strictness — there is genuinely nothing for them to certify.
The one figure worth knowing
India’s Ministry of External Affairs states that Normal Attestation — the route that applies to UAE-bound
documents, because the UAE is not a Hague member — is done free of cost. The charges in an Indian file therefore
sit at the state stage, at the UAE mission stage, with the outsourced providers, and in the courier — not at the
national stage everybody expects to pay for.
Multi-state families
A spouse’s certificate from one state, children’s certificates from another, a degree from a third: three
parallel chains, one file. They are planned together and started together, because the completion date is set by
whichever state department is slowest, not by an average.

Secretariats and RPOs in sixteen cities, with submissions made through outsourced service providers rather
than at MEA counters.

MOFA states digital attestation for documents issued in the UAE completes “within 2 hours, during official
working hours”, and attestation through an approved courier service provider takes “1–3 business days, depending

The error that costs the most is carrying the document to Dubai before the UAE mission in India has
legalised it. That stage cannot be done retrospectively from the UAE — the document has to go back.

What this costs
India is the one origin where a headline stage is genuinely free: MEA states that Normal Attestation —
the route that applies to the UAE, because the UAE is not a Hague member — is “done free of cost”. The charges
sit either side of it, at the State authentication before and the UAE mission stage after, plus the outsourced
service provider through whom submissions are made.
MOFA does not publish a flat attestation fee; it states the applicable fees depend on the
number of documents, the completion option, the attestations included in the selected service, and whether the

Verification
Checking it is right
Indian documents carry a specific risk worth naming: the State stage must match the document family.
MEA routes personal documents through the Home or General Administration Department, educational documents
through the Education Department, and commercial documents through the relevant Chamber of Commerce. A
certificate authenticated by the wrong department is authenticated by the wrong department.
