UK document attestation for the UAE

A UK document gets an apostille from the Legalisation Office — and then still needs two more stamps before the UAE will accept it. The apostille is the right first move and the wrong last one.

The short answer

The apostille is necessary but not sufficient

The UK has been a Contracting Party to the Apostille Convention since 1965, so an apostille is the standard UK output. It closes the matter for most destinations. It does not close it for the UAE.

The Legalisation Office “will legalise the document by attaching an ‘apostille’ (stamped official certificate)” after confirming that “signatures, stamps or seals match their own records”. Checked 21 August 2026 at gov.uk.

Because the UAE is not a Contracting Party — 130 parties on the Hague Conference status table as at 30 June 2026, without the UAE — the apostille cannot act as the substitute for consular legalisation that it was designed to be. The document goes on to the UAE Embassy in London and then to MOFA in the UAE.

What gov.uk does not say

The gov.uk legalisation guidance does not address destinations outside the Apostille Convention, so it does not describe the UAE Embassy stage. That stage follows from the UAE’s non-membership rather than from gov.uk, and its current requirements should be confirmed with the UAE Embassy in London before you submit.

Stage one

Some documents need a solicitor or notary first

The Legalisation Office checks signatures against its own records. If the signature on your document is not one it holds, the document needs a UK public official to certify it before it can be legalised.

gov.uk states that documents “certified by a UK ‘public official’, such as a UK notary or solicitor” can be legalised, and gives powers of attorney, contracts and qualification certificates as examples, along with copies of documents such as a passport or driving licence.

Public records — a UK birth, marriage or death certificate issued by the General Register Office, or a degree certificate signed by a registrar whose signature the office already holds — generally go straight to legalisation. Private documents and copies generally do not.

Fees and processing times as published on the Get your document legalised service, checked 21 August 2026. These are the FCDO’s figures for its own stage — not a total for the chain, and not a commitment we can make on the FCDO’s behalf.

The 25 working day standard route is the number worth planning around. An e-Apostille at two working days is dramatically faster, but it is only available for documents the office can handle electronically, and an electronic apostille may not satisfy every downstream authority — worth confirming with the UAE Embassy before choosing it.

UK documents, answered

I already have an apostille. Is it wasted?

No. The apostille is the correct UK stage and it stays on the document. What it does not do is finish the job for the UAE, because the UAE is not a party to the Apostille Convention. The document continues to the UAE Embassy in London and then to MOFA.

Can I skip the apostille and go straight to the UAE Embassy?

That is a question for the embassy rather than for us, and it is exactly the kind of requirement that varies by mission. The general pattern is that a consular mission legalises a signature its host government has already authenticated — which is what the apostille provides. Confirm with the UAE Embassy in London before choosing a shortcut.

How long does the whole thing take?

The FCDO stage alone is stated as up to 25 working days on the standard service, or up to 2 working days for an e-Apostille. The embassy stage and MOFA sit on top of that, and MOFA states 1–3 business days for its courier route. We will not add those numbers into a single promise, because three separate authorities control them.

Does an e-Apostille work for the UAE?

gov.uk offers it at £35 with a stated 2 working day turnaround. Whether an electronic apostille is accepted downstream is a decision for the UAE Embassy and ultimately for the receiving authority in the UAE, so confirm before paying for it. A paper apostille is the conservative choice.

Do I need an Arabic translation?

MOFA accepts a document in Arabic or English, so a UK document satisfies that condition as it stands. Whether you also need Arabic depends on who finally receives it in the UAE — courts, ministries and many licensing bodies work in Arabic. Do I need a solicitor or notary before the FCDO stage?
Only where the FCDO cannot verify the document directly against its own records. Public registry documents such as GRO certificates usually can be verified directly; private documents and internal company records usually cannot.
How long does the FCDO stage take?
gov.uk publishes several tiers, from a standard service stated as usually up to 25 working days plus postage through to a restricted urgent same-day option. Those figures are gov.uk’s and change — confirm the current position before relying on them.
My document is Scottish or Northern Irish. Does that change anything?
The FCDO stage is the same. What differs is the registry the certified copy comes from, so obtain it from the correct registry for that jurisdiction rather than from the General Register Office for England and Wales.
Does the UAE Embassy in London publish its requirements?
Requirements and fees are set by the embassy and should be confirmed with it directly. gov.uk does not address non-Hague destinations on its legalisation page, so we do not present that stage as though gov.uk described it.
Does my document need a solicitor or notary before the FCDO stage?

It depends on the document. Public documents carrying a recognised official signature can often go directly, while private documents — declarations, company papers, some copies — typically need certification by a solicitor or notary whose signature the FCDO can recognise first. Establishing which category yours falls into before sending is the difference between one submission and two.

Our documents come from Companies House. Same route?

Same route, and generally straightforward because the signatures involved are ones the FCDO recognises. The point to settle early is which specific documents the destination actually requires — a certificate of incorporation, the articles, a certificate of good standing — since each is a separate document with its own chain and its own line in the cost.

Does the FCDO need my original degree certificate?

It acts on the document presented and on a signature or seal it can recognise, which for a degree often means the certificate itself or a copy certified in a form it accepts. Universities differ in what they will release and in what form, so this is worth confirming with the institution first — it is the stage most likely to change your timeline.

A UAE employer has asked for my UK degree. What exactly do I send them?

The certificate having completed the full chain — FCDO, then the UAE Embassy in London, then MOFA here — and, where the receiving body works in Arabic, a certified translation produced after the last stamp. The apostille alone is the most common thing people send, and it is the most common thing sent back, because it is addressed to Convention members rather than to the UAE.

The national stage

The FCDO apostille — genuine, and not the end

The UK issues apostilles. The UAE does not accept them as final. Both statements are true and they are not in conflict.

The FCDO Legalisation Office attaches an apostille after checking that the signature, stamp
or seal on a document matches its own records. That is a real verification and the apostille is a genuine
instrument — it is simply the Hague instrument, and the UAE is not a Contracting Party to the Apostille
Convention.

So for a UK document bound for the UAE the apostille is a stage in the chain rather than the
end of it. After the apostille, the document needs legalisation by the UAE Embassy in London, and then MOFA
attestation in the UAE.

gov.uk does not address non-Hague destinations on its legalisation page. That silence is worth
naming rather than papering over: it means the UAE Embassy stage must be confirmed with the embassy itself, and
this page says so instead of asserting requirements the source does not carry.

Where time is buyable

The one origin country where paying more genuinely helps

The FCDO publishes tiers. Used deliberately, that is a real lever on a deadline.

Most stages in most chains run at a fixed speed regardless of what you are willing to pay.
The FCDO stage is the clear exception: gov.uk publishes a standard service stated as usually up to 25 working days
plus postage, a next-day service for registered businesses, an e-Apostille service stated at up to 2 working days,
and a restricted urgent same-day option — at different fees.

Those figures and their eligibility rules are gov.uk’s, checked at the date shown on this
page, and they change. Confirm the current position before relying on any of them. But the structural point holds:
if a UK document is on your critical path, the FCDO tier is the lever worth pulling, and it is worth pulling
early, because nothing downstream of it can be accelerated.

Two eligibility notes that catch people out. The e-Apostille route applies to documents that
exist in an electronic form the FCDO can verify — it is not a faster way to process a paper certificate. And the
next-day service is restricted to registered businesses, so an individual cannot simply pay for it.

The other direction

A UAE document that has to work in the UK

The reverse journey is shorter, and it is the one where the UK’s Convention membership genuinely does not help you.

A UAE-issued document needed in the UK — a marriage contract, a trade licence, a UAE degree,
a power of attorney — cannot be apostilled, because the UAE is not a Contracting Party. The UK’s membership is
irrelevant here: the Convention removes legalisation only between two member states, and one side of this
transaction is not one.

So the route is consular. The issuing authority confirms the document, MOFA attests it, and
the British Embassy or Consulate in the UAE completes it for UK use. That last stage belongs to the British mission
and its requirements, fees and appointment availability are set by that mission, not by any UAE authority.

The decision that matters sits inside the MOFA application, where you are asked where the
attestation will be completed. Selecting ministry attestation alone leaves the British mission stage for you to
arrange separately; the fuller option, where available for the destination, includes the relevant UAE mission stage
in the same service. What each option commits you to.

One practical note specific to this direction: UK bodies frequently want documents in
English, and a UAE-issued document is commonly in Arabic or bilingual. Where a certified English translation is
needed it is usually made from the attested document, which puts it at the end of the chain rather than the

Choosing a tier

Where paying more genuinely buys time on a UK document — and where it does not

The UK is the one origin country in this section with published, priced service levels, so the trade-off is unusually visible.

The tier only compresses one stage

Every option above governs the FCDO stage alone. The UAE Embassy stage that follows it and the MOFA stage after
that are unaffected, and so is anything the issuing institution has to do beforehand. Paying for same-day
legalisation on a degree whose university has not yet confirmed the record buys nothing at all.

Where the tier is worth it

When the FCDO stage is genuinely the binding constraint — the document is ready, the signature is one the office
recognises, and the deadline is close. In that narrow case the difference between the standard route and a faster
tier is real and measurable.

Where the money is better spent elsewhere

When the institution has not confirmed the record, when the document may need re-issuing, or when the embassy
stage is the slow part. In those cases the fastest available FCDO tier simply moves the document to the front of a
queue it was not waiting in.

The e-Apostille caveat for UAE files

It is the cheapest and among the quickest tiers, and it remains a certification addressed to Convention members.
For a UAE-bound document it does not remove the embassy stage or the ministry stage. Choose it on cost and speed
for the UK stage if it suits the document — not in the belief that it shortens what follows.

MOFA states digital attestation for documents issued in the UAE completes “within 2 hours, during official
working hours”, and attestation through an approved courier service provider takes “1–3 business days, depending

If the deadline is tight, the FCDO tier is the lever. Everything else in the UK chain runs at a fixed
speed.

What this costs

The UK is unusual in publishing its own stage clearly: the FCDO Legalisation Office lists standard,
next-day, e-Apostille and urgent tiers with different fees. The UAE Embassy in London then sets its own charge
separately, and neither figure appears on anything MOFA publishes.

MOFA does not publish a flat attestation fee; it states the applicable fees depend on the
number of documents, the completion option, the attestations included in the selected service, and whether the

Checking it is right

A UK apostille is genuine and still not sufficient on its own. The FCDO attaches it after checking
that signatures, stamps or seals match its records — but because the UAE is not a Contracting Party to the
Apostille Convention, the apostille is a stage in the chain here rather than the end of it.
