MOFA attestation in the UAE
The Ministry of Foreign Affairs is the last stamp on a document entering the UAE and the middle one on a document leaving it. Everything on this page is what MOFA itself publishes, quoted and dated — not what agencies say about it.

First
What MOFA attestation certifies — and what it does not
This is worth being precise about, because a great deal of confusion downstream comes from expecting the stamp to mean more than it does.

Signatures and seals. Not the truth of the contents, not the standing of the qualification, not the validity of the underlying transaction. MOFA is confirming that the seal applied immediately before it is genuine and belongs to an office it holds on record.
That is why the stage before MOFA cannot be skipped. For a document issued abroad, the seal MOFA confirms is the one applied by the UAE embassy or consulate in the issuing country. Without it there is nothing for MOFA to verify, and the file stops.

MOFA sits in a different place depending on which way the document is going
MOFA is the last stage
A document issued abroad has already been authenticated in its own country and legalised by a UAE mission there. MOFA attestation completes it, and the document is then usable by UAE authorities — subject to Arabic translation where the receiving body requires it.
MOFA is the middle stage
A UAE-issued document is confirmed by the authority that issued it, attested by MOFA, and then legalised by the destination country’s embassy or consulate in the UAE. That last stage is theirs, not MOFA’s, and its requirements are set by that country.
There is no apostille route out of the UAE. The UAE is not a Contracting Party to the Apostille Convention, so no authority here can issue one — including when the destination is itself a member state.
Documents issued in the UAE
Two routes, and the system picks
This is the part most often described incorrectly elsewhere: applicants are told to choose a route. According to MOFA, they do not.
For documents issued in the United Arab Emirates there are two routes — digital attestation or an approved courier service — and the “system automatically determines appropriate route based on issuing authority and document type”. UAE PASS is required to sign in and access the service. Checked 21 August 2026 at mofa.gov.ae.
For eligible electronic documents
MOFA sets conditions on what counts as a digital document: a PDF issued by a supported UAE authority, carrying a QR code, barcode or reference number, and clear, complete and unaltered.
It states explicitly that the file cannot be a scanned copy or a photograph. That distinction catches people out constantly — scanning a paper certificate does not turn it into a digital document, because there is no issuing-authority reference for the system to verify against.

For physical documents
The original document travels through an approved courier service. MOFA states it must be in Arabic or English, or accompanied by a legally certified translation, and that it must not be laminated.
Lamination is the condition worth acting on early: several registries and universities laminate certificates as standard, it generally cannot be removed without destroying the document, and it sits in front of the entire process.
Stated completion: 1–3 business days, depending on the selected courier service provider.
Both timeframes above are MOFA’s own published service levels as at 21 August 2026, quoted rather than promised. They describe the ministry’s stage only. They are not a Taw-Theeq guarantee, and they say nothing about the origin-country stages, which for a foreign document are almost always the longer part.
The fork most people miss
The destination question MOFA asks, and what your answer commits to
A UAE-issued document going abroad reaches a screen asking where the attestation will be completed. The two options are not two ways of saying the same thing.
MOFA states that “for some destination countries, more than one attestation completion option may be available”,
and that the selection determines whether the completed service includes “attestation by the UAE Ministry of
Foreign Affairs only” or “attestation by the UAE Ministry of Foreign Affairs followed by attestation by the
relevant UAE Embassy or Consulate”. Checked 5 September 2026 at mofa.gov.ae.
“Embassy/Consulate of the destination country in the UAE”
This buys ministry attestation only. MOFA says it plainly: if the destination country
requires additional attestation by its own embassy or consulate in the UAE, “you must complete that step
separately”.
Correct when the destination country’s mission in the UAE applies the final stamp — but it leaves you holding
an unfinished document until you arrange that stage yourself, on that mission’s terms, timetable and fee.
“UAE Embassy/Consulate in the destination country”
This includes both the ministry’s attestation and attestation by the UAE embassy or
consulate responsible for the destination country. MOFA states “both attestations are completed as part of the
service”.
One application, one payment, two stamps. Where it is available it removes an entire coordination problem —
and it is the option most often missed, because the wording does not announce that it is the fuller one.
MOFA flags a further wrinkle itself: a destination country may be covered by a UAE embassy
located in a different country. Where that is so, the mission responsible for your destination is not the
one the map suggests, and a document sent to the wrong mission is a full round trip lost.
If you take one operational point from this page, take this: establish which option
your destination requires before you submit, not after. Choosing the narrower one and finding the gap later
means the document travels twice.
Documents issued outside the UAE
Handled by UAE missions abroad, and not every mission offers it
Documents issued outside the United Arab Emirates are “processed through selected UAE Missions abroad”, and “service availability depends on the specific mission”. Checked 21 August 2026 at mofa.gov.ae.
Two things follow from that sentence, and both are practical rather than academic.
Selected missions. Not every UAE embassy or consulate performs document legalisation, and where a country has several UAE missions they may not all offer the same services. Confirming that the specific mission handles your document type — before posting anything to it, and certainly before travelling to it — is the check that prevents the most wasted time in the whole chain.
Abroad means abroad. The mission stage happens in the country that issued the document, while the document is still there. A certificate already carried to Dubai cannot be legalised retrospectively by the mission it should have passed through; it has to go back. This is the single most expensive sequencing error in document attestation, and it is entirely avoidable.

How long it takes, stage by stage
MOFA publishes service levels for its own stage. Those figures are the ministry’s, quoted with the
date checked — they are not a Taw-Theeq promise, and they cover one link in a chain that usually has three.

MOFA states digital attestation for documents issued in the UAE completes “within 2 hours, during official
working hours”, and attestation through an approved courier service provider takes “1–3 business days, depending

The pattern worth internalising: the ministry stage is fast and predictable, and the stages either
side of it are neither. Planning around the 2-hour figure is how deadlines get missed.
Cost
What this costs
MOFA prices per application, not per person, and the four factors it lists mean two people
in the same queue with the same certificate can pay different totals. The ministry stage is also rarely
the largest line on a foreign document — the authentication done in the issuing country usually is.
MOFA does not publish a flat attestation fee; it states the applicable fees depend on the
number of documents, the completion option, the attestations included in the selected service, and whether the

Checking it is right
A MOFA stamp confirms the seal directly beneath it and nothing further back down the chain.
That is why a document can carry a genuine ministry attestation and still be refused: the defect was one
stage earlier, where nobody checked.

MOFA attestation, answered
Can I choose the digital route to make it faster?
No. MOFA states that the system determines the appropriate route based on the issuing authority and the document type. If your document qualifies for digital attestation it will be routed that way; if it does not, no service can move it there. Anyone offering to is describing something other than what MOFA publishes.
I scanned my degree to a PDF. Does that qualify for digital attestation?
No, and this is the most common misunderstanding on the whole subject. MOFA states that a digital document cannot be a scanned copy or a photograph. The digital route works because the PDF was issued by a supported UAE authority and carries a QR code, barcode or reference number that can be verified back to that authority. A scan of a paper certificate has none of that.
Do I need UAE PASS?
MOFA states UAE PASS is required to sign in and access the service. Where we submit on your behalf we work within that requirement rather than around it — and you should be wary of anyone who claims to work around it, since the credentials involved are personal ones.
My certificate is laminated. Is there any way through?
MOFA states the document must not be laminated, and lamination generally cannot be removed without damaging the certificate underneath. The realistic path is a fresh original or an official certified copy from the issuing body. Where that body is abroad this is worth starting immediately, because it sits in front of the entire chain.
How much does MOFA attestation cost?
MOFA does not publish attestation fees on its service page — it refers applicants to its Attestation Guide — so we do not publish a figure we cannot substantiate. We will obtain the current fee for your specific document and tell you its source. The one published figure is for eDAS 2.0, at 150 per commercial invoice or certificate of origin as at 21 August 2026.
Is MOFA attestation the same as embassy attestation?
No. They are different stages applied by different authorities. The embassy stage happens in the country that issued the document, applied by the UAE mission there. MOFA attestation happens in the UAE and confirms that mission’s seal. A foreign document needs both, in that order. There is a fuller explanation on the embassy attestation page.
Does MOFA attestation mean my document is accepted everywhere in the UAE?
It means the signatures and seals are certified. Whether a particular authority accepts the document is that authority’s decision, and it commonly turns on Arabic translation, on the document being the right form of the certificate, and on names matching identity documents. Attestation is necessary; it is not always sufficient.
What happens after MOFA stamps it? Is that the end?
For a document coming into the UAE, yes — the ministry stage is the last one. For a document leaving, no: MOFA sits in the middle, and the destination country’s embassy or consulate in the UAE applies the final legalisation. Which of the two you are in is decided entirely by where the document was issued, and it is the single most useful thing to establish before you start.
Can MOFA attest a document issued in a UAE free zone?
Free-zone documents follow the same ministry stage, but the authority that confirms them beforehand is the free-zone authority itself rather than a mainland economic department or chamber. Presenting a free-zone document straight to the federal stage without that prior confirmation is a common reason a corporate file comes back untouched.
Is MOFA the same as MoFAIC? I see both names.
They refer to the same federal ministry; the naming has changed over time and both forms circulate, including on third-party pages. It is worth knowing only so that you do not go looking for two different authorities or two different services. There is one ministry stage.
Does MOFA attest the translation as well as the document?
Treat translation as a separate requirement rather than something the ministry stage covers. MOFA accepts a document in Arabic or English, or accompanied by a legally certified translation. Where the receiving authority wants Arabic, the translation is produced after the final stamp so that it also covers the stamps — a translation made mid-chain will not describe the seals applied after it.
Can I follow the application while it is with the ministry?
Applications made through the ministry’s portal appear in My Requests on its website, and a digitally attested document is returned by email or from that same area. Where an approved courier is used, the courier contacts the applicant to arrange delivery. See checking and following an application for which authority to ask at each stage.
If MOFA rejects the application, do I pay the government fee again?
Assume yes for anything already completed, and plan around that rather than around a refund. MOFA states that applications not completed correctly are rejected automatically and that the applicant is responsible for the accuracy of what is submitted — there is no call to clarify an ambiguity. This is the whole economic argument for checking the document before it is submitted rather than after.
The application itself
The four decisions inside the MOFA application that decide the outcome
The form is short. Three or four of its fields quietly determine whether the document you get back is usable, and they are not labelled as warnings.
1. Personal or commercial
The ministry separates the two explicitly, and it is one of the four factors it names as setting the fee. The
classification also follows the document through the stages that come before and after, so a salary certificate
filed as a commercial document and a trade licence filed as a personal one both create avoidable friction.
2. Which attestations the service includes
This is the field that most often produces a technically successful application and an unusable document. One
option covers the ministry stage alone; another covers the ministry stage together with a UAE mission abroad.
Choose the narrower one when the destination needed the wider one and you pay for a second application. It is
explained in full under destination options above.
3. The completion option
Whether the finished attestation returns digitally or physically through an approved courier. This is not a
service level you can simply request: the digital route is available only where the document meets the ministry’s
digital conditions — a genuine digital original carrying a QR code, barcode or reference number. A scan of a
paper certificate does not become eligible by being a clean scan.
4. The number of documents
Pricing is per document, and the ministry lists document count as one of the four fee factors. The practical
consequence is about sequencing rather than discounts: everything you will eventually need should go in one pass,
because a second pass later repeats the courier leg and, for a foreign document, the mission stage as well.
The ministry states that the applicable fees depend on the number of documents, the attestation completion option applied to the application, the attestations included in the selected service, and whether the document is personal or commercial; that the total is displayed before payment; and that applications not completed correctly are rejected automatically.
