Certificate attestation in Dubai

Degrees, marriage and birth certificates, trade licences and powers of attorney all end at the same UAE stamp — but they do not start at the same place. Find the family your document belongs to, then the route that applies to it.

The thing that actually decides the process

Origin first, document type second

Competitor sites organise this vertical as a document directory. That is not how the process works, and it is why so many files are assembled in the wrong order.

Two marriage certificates — one issued by a Dubai court, one issued in Kerala — are the same document type and two entirely different procedures. The first is authenticated inside the UAE and attested by the Ministry of Foreign Affairs. The second has to be authenticated in India, legalised by a UAE mission there, and only then attested here.

So the document type tells you which department handles the origin-country stage. Where the document was issued tells you which chain you are in. You need both, and you need them in that order.

Issued outside the UAE

Four stages, and the first three are abroad

The issuing body or a notary, then that country’s authentication authority, then the UAE embassy or consulate in that country, then MOFA once the document is in the UAE. The document cannot skip forward: a UAE mission abroad cannot legalise a document that has already been carried to Dubai.

The court, ministry, health authority or chamber that issued it confirms it first, then MOFA attests. If the document is going abroad, the receiving country’s embassy or consulate in the UAE applies the final legalisation. It cannot be apostilled, because the UAE is not a party to the Apostille Convention.

What each stage is actually confirming

Nobody in this chain reads your document to decide whether it is true. Each authority confirms one thing: that the signature or seal immediately before it is genuine and belongs to a person or office it has on record.

Department names differ by country. What does not differ is the shape: an issuing body, a national authentication, a UAE consular stage, then MOFA. Our country routes carry the origin-side detail for the countries we have verified against that country’s own authority.

When Arabic becomes non-negotiable

MOFA is more permissive than the authority that finally receives your document. Planning to the wrong one of those is expensive.

The courier route requires “the original document in Arabic or English, or accompanied by a legally certified translation”. Checked 21 August 2026 at mofa.gov.ae.

MOFA will accept English. Immigration files, court procedures, school enrolments and most licensing bodies will not. A document in a third language — Tagalog, Urdu, Russian, French — needs a certified translation at every stage, not just the last one.

We produce those translations in-house through translators registered with the UAE Ministry of Justice, which is what keeps the translation and the attestation moving as one file rather than two errands. Order matters too: some chains want the translation attached to an already-legalised document, others want it certified in the issuing country. Getting that backwards means paying twice.

Asked on every document type

Is “attestation” the same as “certificate attestation”?

In UAE usage they are used interchangeably, and both mean the consular chain that ends at the Ministry of Foreign Affairs. The word “certificate” narrows it in ordinary speech to degrees and civil certificates, but the procedure is the same for a trade licence or a power of attorney.

Can I skip the embassy stage and go straight to MOFA?

No, if the document was issued abroad. MOFA attests the seal applied by the UAE mission in the issuing country; without that seal there is nothing for it to confirm. This is the single most common reason a file is returned, and it usually means flying the document back.

I have an apostille. Does that shorten the chain?

It is a valid certificate and worth keeping, but it does not replace the UAE consular stage, because the UAE is not a Contracting Party to the Apostille Convention. We explain both directions of that on the apostille and attestation page.

Do you attest copies, or only originals?

Most chains run on the original. A certified true copy is accepted in some situations — where an authority confirms the copy matches an original it has seen — but only where the receiving body says so. We check that before anything is sent. There is more on certified true copies.

How long does the whole thing take?

The UAE stage is the only part with a published service level: MOFA states two hours for digital attestation during official working hours, and one to three business days for its courier route, depending on the provider. The origin-country stages are set by that country and vary widely — the United Kingdom’s Legalisation Office, for example, states up to 25 working days for its standard service. We do not publish a total, because it would be a number we do not control.

Does Taw-Theeq have a relationship with MOFA or the embassies?

No, and no one legitimately does. We prepare, translate and submit documents, and we track them through the chain. The certifications themselves are applied by the government authorities named on this page.

Which certificates does an employer usually ask to be attested?

Most commonly the degree, and often the transcript alongside it. Some roles add an experience certificate or a police clearance. The list is set by the employer and by the authority processing the visa, not by any general rule, so it is worth getting it in writing before starting — adding a document later repeats the whole chain for that document, including the mission stage abroad.

My certificate arrived by email as a PDF. Can that be attested?

It depends on whether it is a genuine digital original or an image of a paper one. MOFA’s digital route requires an original digital document carrying a QR code, barcode or reference number, and is explicit that a scanned copy or photograph does not qualify. A PDF that is simply a scan follows the paper route with the original, however clean the scan looks.

Does the sealed envelope from the university need to stay sealed?

Where an institution issues a document in a sealed envelope for onward verification, treat the seal as part of the document and do not open it. Some authorities will only accept it intact. If yours has already been opened, say so at the start — it is usually recoverable, but the recovery is a fresh issue from the institution rather than anything that can be done here.

My certificate was issued by a professional body rather than a university.

The chain is the same in shape; what changes is the first authority. A professional or trade body’s certificate is confirmed by whichever authority in that country is competent to confirm that body, which is not always the education department. Establishing the correct first door is most of the work, and getting it wrong means the document travels and is refused at the next stage.

There is a QR code on my certificate. Does that replace attestation?

No. A QR code lets the issuing institution’s own record be checked, which is useful, but it is not the consular chain. It can make the document eligible for a faster route where it is a genuine digital original, and it makes verification easier afterwards — but the stages still have to be applied.

Two of my certificates spell my name differently. Which one is right?

Neither, for this purpose — the passport is the reference. Where certificates disagree with each other or with the passport, the file needs a document that links the versions, and that linking document is itself attested. Fixing a spelling is only possible at the authority that issued the certificate, which is why we compare against the passport before anything is sent.

What “certificate attestation” covers, and what it does not

The phrase is used loosely enough that people buy the wrong service with it. Worth being precise.

Certificate attestation is the process of having the signatures and seals on a certificate
confirmed by a chain of authorities so that a body in another country will accept it. It covers the document as it
was issued. It does not evaluate, upgrade, correct or translate it.

Being clear about which of these you actually need is the cheapest decision in the whole
process, and the one most often made wrongly — usually by buying attestation when the receiving authority was
asking for equivalency, or by buying a translation when the document needed the consular chain first.

Certificates are rarely needed one at a time. Knowing the whole set up front is what keeps this to one pass.

Almost every failure to plan in this section takes the same form: a document is attested,
the file is submitted, and a second document is requested that nobody mentioned. Because each document runs its own
chain, discovering the second requirement later means starting a second chain later.

The practical rule: establish the full list from the body that will receive the documents,
in writing, before starting any chain. It is a single email that routinely saves several weeks.

Choose the route

Which family is your document in?

The three families take different routes through the national stage in the issuing country.

The distinction is not cosmetic. In India, for example, MEA routes personal documents through
the Home or General Administration Department of the issuing State, educational documents through the Education
Department, and commercial documents through the relevant Chamber of Commerce. A certificate authenticated by the
wrong department has to be redone. The Indian route in detail.

Why “is it attested?” is the wrong last question

It is answerable and it is not sufficient. The question that actually predicts the outcome is “is it
sufficient for the body that will receive it?”
— and that only becomes answerable once you name the body.
This is why every quotation we give starts by asking who is receiving the document, and why a price given before
that question is answered is a guess about scope.

The one requirement almost every UAE authority adds

Arabic. MOFA accepts Arabic or English or a legally certified translation, but courts, ministries and licensing
bodies commonly work in Arabic regardless. Where that applies, the certified translation is part of the job rather
than an optional extra, and it is produced after the last stamp so that it covers the seals.

How long it takes, stage by stage

A certificate’s timeline is set almost entirely by the issuing institution, not by any government
stage. Universities and registries answer verification requests at their own pace.

MOFA states digital attestation for documents issued in the UAE completes “within 2 hours, during official
working hours”, and attestation through an approved courier service provider takes “1–3 business days, depending

If the certificate is more than a decade old, start with the institution. That single call decides
whether the rest of the chain is a three-week job or a three-month one.

What this costs

Certificates are priced individually, so a set — degree, transcript and school certificate together —
is three applications and three fees, not a package. Submitting them in one pass still saves money overall,
because the courier and translation lines are where the duplication would otherwise fall.

MOFA does not publish a flat attestation fee; it states the applicable fees depend on the
number of documents, the completion option, the attestations included in the selected service, and whether the

Verification

Checking it is right

The commonest defect on a certificate is not a forged stamp: it is a name that does not match the
passport. Attestation certifies the certificate as issued, spelling included, so a mismatch survives the whole
chain intact and surfaces at the receiving authority.

A photograph is enough to tell you which family it falls into, which country stage comes first, whether it is laminated, and whether it will need Arabic. That is a short conversation that regularly saves a month of posting documents in the wrong direction.
